Indian Home Loan Guarantee Program

Guaranteed by the U.S. Department of Housing and Urban Development’s Native American Programs, the Section 184 loan program provides home ownership opportunities to Native American and Alaskan Native tribal members. It is designed to increase Native access to home financing and to improve the value of Native investments.

Who is Eligible?

  • American Indians or Alaska Natives who are recognized as a tribal member
  • Federally recognized Indian tribes
  • An Indian Housing Authority (IHA)
  • A Tribally Designated Housing Entity (TDHE)

Participating tribes are allowed to determine where Section 184 is eligible. Some states have state-wide eligibility, while others are limited to specific counties.

Section 184 loans can only be used for single-family homes (1-4 units) and for a primary residence. The Section 184 loan can be used to:

  • Purchase an Existing Home
  • Construct a New Home (Site-Built or Manufactured Homes on Permanent Foundations)
  • Rehabilitate a Home, including Weatherization
  • Purchase and Rehabilitate a Home
  • Refinance a Home (Rate and Term, Streamline Cash Out)

Program Highlights

  • Low down payment — For instance, loans over $50,000 require a minimum of 2.25 percent down.
  • No monthly mortgage premium payment necessary. Instead a one-time one percent loan guarantee fee is added at closing.
  • Fixed rates for 30 years or less.

The Section 184 program does not allow adjustable rate mortgages (ARMs) or commercial buildings when applying for this loan.

A Tribally Designated Housing Entity and an Indian Housing Authority can use the funds for developing rental housing or for building single-family homes that are subsequently sold by eligible borrowers. This can open up opportunities for families who have diverse financial and familial needs within the Tribal membership.
