The Muscogee (Creek) Nation Department of Housing hereinafter referred to as MCNDH, will receive
bids for the Civil Construction of a residential construction project for nine (9) homes in rural Okmulgee, OK. A 5% bid guarantee is required to submit a bid. A single contract shall be awarded for all work included in this IFB.

This solicitation is restricted to Indian-owned firms in accordance with Federal Regulations 24 CFR

1000.48, .50, .52 and the MCNDH Procurement Policy Section 7(A). To be considered as an Indian-
owned firm, the business must be majority owned by a member(s) of a federally recognized Tribe. All

Bidders must be certified by the MCN Contracting and Employment Support Office in order to bid. They can be reached at 918-304-3138.

The work to be performed under these contracts are subject to Section 7(b) of the Indian Self-Determination Act (25 U.S.C. 450e(b)). Section 7(b) requires that to the greatest extent feasible: (i)
preference and opportunities for training and employment shall be given to Indians, and (ii) preference in the award of contract and subcontracts shall be given to Indian organizations or Indian-owned economic enterprises. The parties to this contract shall comply with the provisions of Section 7(b) of the Indian Act. In connection with these contracts, the contractor shall, to the greatest extent feasible, give preference in the award of any subcontracts to Indian-owned economic enterprises, and preferences and opportunities for training and employment to Indians. The contracts shall include this Section 7(b) clause in every subcontract in connection with the project, and shall, at the direction of the recipient, take appropriate action pursuant to the subcontract upon a finding by the Department of Housing or HUD that the subcontractor has violated the Section 7(b) clause of the Indian Act.

packet to watch virtually instead of in-person. You must receive your bid packet no later than 9:00 am on Thursday, November 19, 2020. No packets will be released after the conference.

Sealed Bids MUST BE delivered to the Department of Housing Building at 2951 N. Wood Drive, Okmulgee, OK 74447 NO LATER than Thursday, December 10, 2020 at 10:00 a.m. A Housing Rep

The scope of work encompasses addition of new site concrete drive with curb and gutter as well as installation of a new rolling steel door and extension of existing security fencing.

SCOPE OF SERVICE
The scope of work encompasses providing all labor and material necessary for the completion of the
CMN Natural Resources Building telephone and data system per plans and specs. The scope of work is as follows:

Provide trench and conduit from existing fiber switch to new I.T. room. and to exterior site lighting
as indicated
• Pull cable to all interior locations shown on plans and terminate
• Single mode fiber – 8 strand minimum
• Copper pairs for phone lines – 4x
• Chatsworth Cube-iT cabinet mounted on plywood wallboard (should be enough room in closet for
it to hinge out) PNs are 11900-724 for black(preferred) or 11900-E24 for white, with 40975-001
fan kit.
• 1U rack mounted fiber enclosure (Leviton Preferred, inserts for SC connectors)
• 2U Leviton 49255-H48 patch panel
• Leviton 61110-BW6 jacks in panel and throughout building. Leviton 61110-BI6 can be used if
building uses Ivory switchplates, Leviton 61110-BG6 or 61110-RG6 if stainless plates are used.
• In building cables should be Cat6 (No CCA) Belden preferred.

Tribal Construction Services will provide a bid package for your use with the stipulated sum.
